I´m finn, and I remember that this made a huge scandal in Finland - it was right at the time when the Abu Ghrabi and Quantanamo Bay pictures where released. They are re-enacting one of those in the pic, where they are in the hallway...

They are 18 - Military training is obligatory in Finland for everyone who turns in to 18 (only for men though) - They are not soldiers, they are training to be one.
